Do you know for certain that someone will listen, and if so, who would you (she) be dealing with in the hoped-for negotiations? It's important to know what you're up against so you can plan.
It concerns me that if she is forced into hospital she has nobody to look after her pets. Worrying about this must put a huge strain on her, which in turn makes her mental health worse.
If she had an address in their system it might help get the pharmacies to issue the meds, is that right? TIf so then housing is up there at the top of the list of things to sort out.
I am so sorry, she is in a terribly tight spot which doesn't offer much freedom.
