I've answered this in the other location you asked but I'll reply here also in case someone comes across this.
Paypal has decided it doesn't like the setup of the account suddenly (for reasons too boring to explain) and it's declining a lot of bank transfers. It definitely seems to prefer credit cards followed by debit cards.

FYI - I just made a donation via PayPal. The first time I tried, something weird happened and it wouldn't work. I tried again and it worked just fine.

This has happened a few times in the past. I just try again and it usually works the second time around. I hope that helps anyone who may have an issue with PayPal :)

We tinkered with the paypal and we're gonna see how letting it sit in the US for a while will do. It was in the US until a few months ago and then it really started to have issues. Lets see if putting it back in the States helps it regain some cooperation. *rant
